Public Service, in general, is about working to make a positive difference for the good of the community.  I have always thought that the most effective way to demonstrate caring and commitment is through participation and involvement.  Not only have my experiences in public service been rewarding, but, through community involvement, I have had the great opportunity to work with people using their individual talents to make our community better.

 

I was born in Santa Ana, California and grew up living on almost every US Marine Corps base from Hawaii to South Carolina.  After graduating from high school, I enlisted in the US Army as a Legal Specialist and was stationed in New Jersey, Indiana, Oklahoma and Germany.

 

I am employed by Travis County serving as Executive Assistant for Travis County Health and Human Services and Veterans Service, where I am responsible for providing information to the Travis County Commissioners Court regarding social services and issues of public health.

 

In 2004, I was fortunate enough to be elected to the District 3 seat (at-large) on the Kyle City Council and serve as a member of City's Public Safety Committee.  I am also on the Executive Board of Hays Education Foundation and a member of HEF's Grants Review Committee, as well as represent the City on the Executive Board of ENVISION Central Texas and serve on ECT’s Best Practices Committee.  I have also recently been appointed to the Board of the Hays County Food Bank, Hays CISD’s Growth Impact Committee and Central Texas Medical Center’s Kyle Advisory Council.  In my role at Travis County, I am one of Travis County's representatives on the Capital Area Council of Government’s (CAPCOG) Texas Review and Comment System committee, the committee set up by the Governor’s Office responsible for reviewing grants in the Central Texas area.  At the 2005 Annual Conference of the Association of Mayors, Councilmembers and Commissioners, I was recognized by the Texas Municipal League as one of 10 elected officials from the State of Texas obtaining over 54 hours of Continuing Education units in 2004.

 

I am married to Esperanza Orosco (1st grade bilingual teacher w/Hays CISD and a Board Member of Community Action, Inc.) and have 1 child, Mercedes.  We attend St. Anthony Marie Claret Catholic Church in Kyle and I am a member of the Knights of Columbus.  I am a graduate of the University of the Incarnate Word with a BA in Political Science, Minor in Sociology and am currently enrolled in Texas State University’s Masters in Public Administration program so that I can better understand the workings of local government and become a more effective public servant.  I am a 2003 graduate of Hispanic Austin Leadership (HAL) program sponsored by the Greater Austin Hispanic Chamber of Commerce.  I also have a total of 14 years experience as a Legal Assistant in Civil and Criminal Litigation.
