Kyle City Charter

Very much like the Constitution of the United States of America, the City Charter of Kyle sets out the framework of the Kyle. This document was written by 14 individuals during the summer of 2000. Those citizens were Janet Arsenault, Jean Bales, Bob Barton, Ken Burks, Ray Herrera, Esther Kicks, Debbie Jimenez, J. Pete Krug, Crescencio Martinez, Bill Neukam, Dan Ryan, D. J. "Red" Simon, Lon Taylor and Glenn Whitaker.
The "Preamble" of the City Charter of the City of Kyle, Texas has very powerful meaning. Read these words and imagine what the authors had in mind:"This Charter is dedicated to and adopted by the citizens of the City of Kyle to grant the full authority for local self government and to ensure such rights and duties to the people, to reserve to the people the powers of initiative, referendum and recall, and to encourage citizen participation in our government for the proper and efficient progress of our city. To this end we adopt and ordain this Charter as authorized by the Texas Constitution."

From time to time, the City of Kyle Charter is to be reviewed and any changes must be voted on by the citizens of Kyle. In the fall of 2005, a Special Committee was appointed to review and propose any changes. As a result of the actions of this committee, several amendments to the charter were recommended. An election was held on May 13, 2006 to consider the proposed amendments.  Again, in 2015, a Charter Review Commission was appointed and recommended amendments to the City's Charter.  Those recommendations were taken to voters May 7, 2016.
