2020 Election Information

There will be a Runoff Election on December 8, 2020 to determine a mayor.  The candidates for this runoff election shall be Travis Mitchell and Linda Tenorio, the candidates in the general election receiving highest and second highest number of votes for Mayor.

Propositions  

In conjunction with the November General Election, voters will consider the following propositions. It’s important to note, that in light of COVID-19, the City will defer the tax rate impact until October 2021. 

Special Election Bond Election

Proposition A – which seeks approval to sell general obligation bonds to fund the design, construction and equipping of a new Public Safety Center that would be located on Marketplace Avenue at Kohler’s Crossing. The total amount of the bonds for which approval is sought is $37 million.  For more info, visit www.cityofkyle.com/bond 

If passed, the City anticipates raising the property tax rate by an estimated $0.0744 cents per $100 of valuation during the 20-year lifecycle of these general obligation bonds. The average property owner with a $216,000 home within the City of Kyle would see their property taxes increase approximately $13.50 per month, or about $160.50 per year, beginning in October 2021. 

Ballot language: For or Against-

The issuance of general obligation bonds in the principal amount not to exceed $37,000,000 for the purpose of planning, designing, constructing, improving and equipping of a public safety facility, specifically a new police station and emergency operations center; and the levy of a tax in payment thereof. 

Proposition B – which seeks approval to sell general obligation bonds to fund property acquisition, planning, designing, developing, constructing, improving, and equipping of a public park specifically a Regional Sportsplex and Festival Grounds. The total amount of the bonds for which approval is sought is $10 million. 

  • $2M in improvements to Plum Creek recreational trail east of I-35 
  • $1M in improvements to Gregg-Clarke Park including construction of skatepark and amenities at Ash Pavilion  
  • $7M for construction of regional sportsplex and festival grounds in the Uptown area 

If passed, the City anticipates raising the property tax rate by an estimated $0.0201 cents per $100 of valuation during the 20-year lifecycle of these general obligation bonds. The average property owner with a $215,762 home within the City of Kyle would see their property taxes increase approximately $3.61 per month, or about $43.37 per year, beginning in October 2021.

The issuance of general obligation bonds in the principal amount not to exceed $10,000,000 for the planning, designing, constructing, improving and equipping of, and acquisition of real property for, parks in the city; and the levy of a tax in payment thereof. 

Possible matching funds for these projects may be available if the Hays County Parks bond passes.

Kyle City Council is composed of seven elected officials: the mayor and six city council members. Three council members are elected at-large, and three are elected by district; all serve staggered three-year terms. The mayor is elected at-large and serves a three-year term. Proposition C - Annexation  

Shall Article I, Section 1.07, and Article II, Section 2.01, of the City Charter be amended to require consent to annexation of land by the City as required by state law and to conform annexation and disannexation procedures to state law?  

Proposition D - Election Precincts and Polling Places 

Shall Article V, Section 5.06 of the City Charter be amended to provide that the election precincts for City elections are those established by ordinance or state law and to provide that City Hall may be one of the polling places during City elections?  

Proposition E - Council-Initiated Non-Binding Ballot Propositions 

Shall Article VI, Section 6.15 (Non-binding Ballot Propositions) be added to the City Charter to authorize the City Council to call elections on ballot propositions that are non-binding in nature when the council wishes to obtain an informal indication of the city’s voters on an issue? 

Proposition F - Police Department Oversight 

 Shall Article VII, Section 7.06 of the City Charter be amended to provide that police department procedures and policies shall be subject to review and modification by the City Council, to require the Police Chief to provide the City Council with an annual report about police department operations, and to provide for the City Council to establish a committee with oversight over standard operating policies and strategies, data sharing, and use of resources of the police department for the purpose of promoting public safety, transparency, and crime reduction through community policing models? 

Proposition G - Non-Substantive  

Shall Section 13.11 (Non-substantive Revisions) of the City Charter be added to grant the City Council authority to make non-substantive revisions to the City Charter for numbering, spelling, grammar, cross-references, and punctuation without obtaining separate approval of the voters in a Charter amendment election?
