Federal Resources

FEMA Disaster Assistance: From busted water pipes to roof repairs, the City of Kyle is asking residents and businesses to report damages to the Federal Emergency Management Agency (FEMA) as soon as possible.

Hays County is among the 77 counties across the state currently eligible for Individual Assistance from FEMA. A map of all eligible counties is available online.  Reporting damages to FEMA ensures residents, business owners, and the City receive federal resources and services to aid in recovery efforts.

Residents may apply for disaster assistance online by visiting www.disasterassistance.gov.

Once on the site, select the “Apply Online” tab to begin a new application. During the application process, remember to select “snow/ice” as the cause of the damage reported as a result of the recent winter weather event. Residents applying for both home and business disaster assistance are only required to complete one registration form.

To complete the application, have the following information prepared:

  • Social Security number of applicant OR Social Security number of household minor child
  • Annual household income
  • Contact information, including phone number and addresses
  • Insurance information, including company name and policy coverage

An email address is required to review registration status online. Residents applying without providing an email address will be required to contact FEMA for status updates.

For more information or to apply for assistance without using a computer, call the FEMA Disaster Assistance Helpline at 1-800-621-3362. TTY users can call 1-800-462-7585.

Small Business Administration Disaster Assistance: Low-interest federal disaster loans are now available to Texas businesses and residents through the U.S. Small Business Administration. If you are a Hays County business impacted by the severe winter storms, you may be eligible for a low-interest disaster loan. For more info and how to apply, visit the SBA's website.

Tax Deadline Extension: Victims of this month's winter storms in Texas will have until June 15, 2021, to file various individual and business tax returns and make tax payments, according to the Internal Revenue Service. The IRS automatically provides filing and penalty relief to any taxpayer with an IRS address of record located in the disaster area. Therefore, taxpayers do not need to contact the agency to get this relief. However, if an affected taxpayer receives a late filing or late payment penalty notice from the IRS that has an original or extended filing, payment or deposit due date falling within the postponement period, the taxpayer should call the number on the notice to have the penalty abated. Find out more at IRS.gov.

State Resources

Price Gouging: Price gouging is illegal, and the Office of the Attorney General has authority to prosecute any business that engages in price gouging after a disaster has been declared by the governor or president. Learn more on the Texas Attorney General Office's website.

Texas Department of Emergency Management - Self Reporting Survey: The Texas Department of Emergency Management is conducting a self-reporting survey with the objective to identify damages across Texas and to help emergency management officials across the state gain an understanding of damages that have occurred during the recent winter weather. Local Resources

City of Kyle Water Leak Adjustment Policy: The City of Kyle has a policy in place to help residents who experienced water leaks in indoor and outdoor plumbing during the recent winter storm events.

The City of Kyle's Water Leak Adjustment Policy has been in place since 2010 and allows Kyle water customers — commercial and residential — to pay a lower rate in the event of a leak.

The financial impact from water leaks due to the storm will appear on City of Kyle utility customers’ next utility bills which will be sent at the end of March 2021 and will be due by April 15, 2021.

Those that had broken water pipes or experienced water leaks in their plumbing system due to the freezing temperatures, will need to complete a water leak adjustment request form, available in English and Spanish. The form can be completed online at the links below:

The form can also be downloaded and printed from the above links and emailed to All-Utilities@cityofkyle.com, mailed to the Utility Billing Department at 100 W. Center St., Kyle, TX 78640 or dropped off in person at City Hall Monday through Friday from 8 a.m. - 5 p.m. The Kyle Public Library has forms available and will also assist residents in filling them out, if needed. The Kyle Public Library, located at 550 Scott St., is open Monday through Thursday from 11 a.m. to 7 p.m., Fridays from 11 a.m. to 6 p.m. and Saturdays from 10 a.m. to 4 p.m.

Applicants will need to attach copies of their receipts for the repairs to the form to adjust the water bill based on the Water Leak Adjustment Policy.

It will take the City of Kyle Utility Billing Department at least two weeks to process   a request for a water leak adjustment, so applicants are asked to remain patient. For questions regarding the City of Kyle's Water Leak Adjustment Policy, call the Utility Billing Department at 512-262-3960.
