Permian Highway Pipeline

PHP Hays County

A portion of the proposed Kinder Morgan Permian Highway Pipeline, which will transport natural gas from west Texas to the U.S. Gulf Coast and Mexico markets, is routed through parts of northern Hays County and the City of Kyle. Kinder Morgan is the private company that will build and operate this pipeline.

Timeline

Construction activity began in the Kyle area in late February 2020 and will continue through the Fall of 2020. Off-duty Kyle Police Officers along with other local law enforcement agencies have been contracted by Permian Highway Pipeline, LLC for private security.

Background –

February 19, 2019 - Kyle City Council approved a unanimous resolution opposing the project, as did other local municipal governments and Hays County. The city is also a plaintiff in a lawsuit through the TREAD Coalition, along with several other government agencies and private landowners, working to ensure better and more transparent oversight on pipeline projects.

October 4, 2019 - The Kyle City Council has approved a settlement agreement with the Permian Highway Pipeline, LLC, and Kinder Morgan Texas Pipeline, LLC.  The agreement allows for Kinder Morgan to construct the Permian Highway Pipeline (PHP) through the boundaries of the City of Kyle and provides protections to the city regarding how the pipeline affects existing infrastructure and future development projects. Read more.
