Kyle Police Department Arrests Blanco Vista Elementary Teacher

KYLE, TEXAS — The Kyle Police Department arrested Blanco Vista Elementary second grade teacher Andrew Palmore, 49, of Kyle, on Tuesday, March 1, 2022.    

After an exhaustive investigation by law enforcement officers, Palmore was charged with two counts of Indecency with a Child, a third degree felony, and two counts of Improper Relationship between an Educator and Student, a second degree felony.  

Kyle Police Department first notified Hays CISD of the investigation on Tuesday, Feb. 1, 2022, and the district immediately placed Palmore on administrative leave and removed his access to Hays CISD campuses and students. Additionally, the district reported the case to the State Board of Educator Certification (SBEC), the agency that oversees educator licensing in Texas.   

Palmore was first employed by Hays CISD as a substitute teacher at Blanco Vista, Science Hall Elementary Schools, and Simon Middle School during the spring semester of 2012. He was hired full time by Hays CISD in August 2014 at Blanco Vista Elementary in San Marcos, where he has worked as a fifth, fourth, and second grade teacher. The offenses for which Palmore is being charged did not occur on school property or during school hours.  

All employees of Hays CISD, regardless of position in the district, must pass a national, fingerprint-based criminal background check. The school district is also notified of all new criminal background activity of employees through active monitoring, that allows the district to be notified of any additional arrests after their background check is completed.  

The Kyle Police Department Victim Services Unit is providing assistance to victims and their families.

“We know these incidents are extremely unsettling for our community, but we are working together during this difficult time to provide our students and affected families with the justice, care and support they deserve,” said Kyle Police Chief Jeff Barnett.

Palmore is currently being held at the Hays County Jail.
