Kyle 2030 Comprehensive Plan

On January 16, 2024, the City Council voted unanimously to approve and adopt the Kyle 2030 Comprehensive Plan. Now that this Plan has been approved, it will serve as a guiding document for all future growth and development in the City of Kyle. As the City continues to experience rapid growth, this Plan aims to address some of the issues that come along with such rapid growth such as fiscal sustainability, infrastructure, land use, and more.

Background

In March 2022, the City of Kyle put out a Request for Qualifications (RFQ) intended to find consultant teams who were experienced in planning and development, so that a new Comprehensive Plan could be created.

The existing 2020 Comprehensive Plan was adopted in 2010, updated in 2017, and is the long-range planning document that has helped guide the City of Kyle over the last decade. In the 21st century, Kyle has grown rapidly in both population and land area. Kyle’s population has grown over 800% since the 2000 Census, from 5,000 citizens to just over 50,000 in 2022.

As noted in Kyle’s existing plan, “As corridor-associated growth continues along IH-35 between Austin and San Antonio, the pressure will continue to influence Kyle.” This planning process is intended to help forecast and identify strategies to properly navigate the opportunities and challenges associated with this pressure. The project, which kicks off in October, will include a variety of opportunities for the public to engage in the process.

• Oct. 26, 2022 - Kyle 2030 Comprehensive Master Plan Community Kickoff Event ​was held at the Krug Activity Center, 101 S. Burleson St.
• Oct. 26- Dec. 30, 2022 - First Community Survey Available - See Survey Results
• Oct. 27, 2022 - Comprehensive Master Plan Meet and Greet Events ​were held Thursday, Oct. 27, 2022 from 7 a.m. - 1 p.m. at the Kyle Summer Moon and Texas Pie Company.
• Nov. 12, 2022 - City Staff attended Veteran's Day Parade & Kyle Market Days​ and passed out over 200 flyers for surveys.
• Dec. 1, 2022 - City Staff attended Santa's Arrival at Mary Kyle Hartson Park from 4-9 p.m. to give info about the Comprehensive Plan and encourage residents to take the survey.
• Dec. 10, 2022 - The Cocoa and Comprehensive Plan Open House for the Comprehensive Plan Rewrite — Kyle 2030 — was held on Saturday, Dec. 10 from 9 a.m.-12 p.m. at the Kyle Public Works Building, 520 West FM 150.
• Jan. 3 - Feb. 21, 2023 - Second Community Survey Available - See Survey Results
• Jan. 24 - March 21, 2023 - Interactive Map Tool Available
• Feb. 13, 2023 - Kyle 2030 Comprehensive Plan Community Event & Workshop held from 6-9 p.m. at Kyle City Hall, 100 W. Center St. (Download the Presentation)
• Feb. 15, 2023 - Kyle 2030 Comprehensive Plan Open House hosted by the City of Kyle from 12-3 p.m. at Fire Station No. 2, 150 Bunton Creek Rd.
• Feb. 15, 2023 - Kyle 2030 Comprehensive Plan Open Houses from 5-8 p.m. at four locations, Barton Middle School (NW Kyle), Science Hall Elementary (NE Kyle), Kyle City Hall (SW Kyle), and Tobias Elementary School (SE Kyle). 
• May 22, 2023 - Comprehensive Master Plan Open Houses held from 1-4 p.m. at the Kyle Public Works Building, 520 RR 150 and the from 5-8 p.m. at Kyle City Hall, 100 W. Center St. 
• May 23, 2023 - Joint City Council and Planning & Zoning Commission Workshop held at 6:30 p.m. at Kyle City Hall, 100 W. Center St. 
• July 11, 2023 - Comprehensive Plan Open Houses held from 1-3 p.m. at the Texas Pie Company, 202 W. Center St. and the second was from 5-8 p.m. at Kyle City Hall, 100 W. Center St.  
• July 12, 2023 - Joint City Council and Planning & Zoning Commission Workshop held at 6:30 p.m. at Kyle City Hall, 100 W. Center St. 
• August 29, 2023 - City of Kyle held a joint City Council and Planning & Zoning Commission Workshop at 6 p.m. to discuss and provide feedback regarding the draft City of Kyle Comprehensive Plan and Downtown Master Plan. 
• December 16, 2023 - Planning and Zoning Commission 1st Public Hearing 
• January 9, 2024 - Planning and Zoning Commission 2nd Public Hearing and Recommendation
• January 16, 2024 - City Council 3rd Public Hearing and Adoption
