The role of an advisory board is to review specific policy issues related to the mission and purpose of the board and forward findings to the City Council for its consideration.

Members of all Council appointed boards/commissions are required by state law to receive training in Texas open government laws.  The Office of the Attorney General offers training courses and course completion certificates in the Open Meetings Act and Public Information Act and can be accessed at the Attorney General's website. These certificates must be completed within 90 days of taking office. Additionally, the City's Ethics Ordinance allows for Ethics training, provided by the City's Ethics Compliance Officer. Appointed Members must take an Oath of Office before taking their seat on the board/commission.

Arts and Cultural Board

The City of Kyle Arts and Cultural Board serves in an advisory capacity to the City Council on matters relating to arts activities and events and projects that will benefit the residents of the City of Kyle and achieve the "Gold Standard" set by City Council. The commission shall advise City Council in all arts-related matters, including long-range planning, and allocations process regarding the use of any funds or funding available from private and/or public sources that will benefit local arts activity, project or organization serving the residents of the City; such advice and/or recommendations regarding the use of such funds shall not be restricted in any manner except by law.

Board of Adjustment/Sign Control Board

The Board of Adjustment is responsible for hearing and determining appeals regarding the refusal of building permits, appeals resulting from administrative decisions and can permit an exception to, or variation from, the zoning regulations.

Train Depot Board

The Train Depot Board is established by City ordinance and serves in an advisory capacity to the Kyle City Council on all issues involving the City's historic train depot.

Library Board

The Library Board shall be responsible for providing the city council and the director with advice and recommendations on all policies, rules, and regulations relating to the administration of the library program and operations.  The Library Board shall have the power to develop and propose to the city council rules and regulations for the proper conduct of the library.

Civil Service Commission

The Civil Service Commission consists of three members appointed by the City Manager and confirmed by the City Council.  Meetings of the Civil Service Commission are scheduled as needed to conduct the business of the Commission.  Members serve staggered three-year terms with the term of one member expiring each year.  The appointment of this current vacancy will expire 7/2024.

Ethics Commission

For the purpose of promoting confidence in the government of the City of Kyle. The code establishes standards of conduct, disclosure requirements, and enforcement mechanisms related to city officials and employees and others whose action inevitably affect public faith in city government.

Kyle Housing Authority

The Kyle Housing Authority, thought not part of the city, acts as a community agency that should work closely with other community improvement organizations involved in providing better housing for low-income families, eliminating substandard housing; effecting housing code enforcement; and uplifting and encouraging self-improvement of the community's low-income families. The Kyle mayor appoints the KHA board per state statute.

Planning & Zoning Commission

Approves or disapproves plats of proposed subdivisions; reviews and makes recommendations on the zoning of land;  drafts rules and regulations governing platting and subdividing of land and recommends them to the city council for adoption;  drafts rules and regulations regarding zoning; helps to amend the comprehensive plan for the physical development of the city and recommends the comprehensive plan to the council for approval.

Parks and Recreation Board

The Parks and Recreation Board shall function in an advisory capacity only to the council, and in such advisory capacity shall have the responsibilities and duties set forth in subsection 2-102(b), as well as any other functions and duties assigned by council. The Parks and Recreation Board shall report to the council once each quarter following the board's quarterly meeting.

Trails Committee

Committee Description: The Trails Committee will work with City Staff to provide recommendations regarding trail improvements and trail construction in the City of Kyle. The Trail Committee's purpose is to provide input on trail improvements and trail planning. Committee duties include providing recommendation and input regarding the City of Kyle's trail system.

The Trails Committee will meet monthly through March 2024. 

Community Gardens Committee

Committee Description: The Community Gardens Committee will work with City staff and provide recommendations on the design and installation of the Post Oak Community Garden. The community garden committee's purpose is to organize the planning, implementation, and maintenance of the City of Kyle's Post Oak Community Garden. Committee duties include participation in meetings to provide input regarding the operations of the garden including establishing garden rules, securing volunteers and donations, and providing input on garden design.

The Community Gardens Committee will meet monthly through March 2024.

Kyle Economic Development and Tourism (ED&T) Board 

The City of Kyle Economic Development and Tourism (ED&T) Board serves in an advisory capacity only to the Kyle City Council, focusing on the areas of business recruitment, retention, marketing, and tourism; positioning the City of Kyle to properly prepare for future growth by promoting, assisting, and enhancing economic development and tourism activities in the City of Kyle.

Kyle Charter Review Commission

The Charter Review Commission is appointed by Council every five years to review and recommend any changes to the City's Charter, which must be amended through Election.  These recommendations last came forward on the November 2020 ballot.

KAYAC - Kyle Area Youth Advisory Council

This Youth Advisory Council was created as a sixteen (16) member committee that consists of youth ages 14-18, enrolled in ninth through twelfth-grade levels, and either reside in the city limits of Kyle or currently attend a high school in the Hays CISD school district or live in the city limits and are homeschooled. This committee is known as the Kyle Area Youth Advisory Council (KAYAC).

KAYAC shall be advisory in nature and has been created for the purpose of providing a youthful point of view for the Kyle City Council on community affairs and issues. This commission shall provide the opportunity for youth in the City of Kyle to learn about municipal government and to advise Kyle City Council from the perspective of area teens.

Uptown TIRZ #2 Board

The purpose of the TIRZ is to enable the City to fund or become a partner on a series of projects to aid development in the Plum Creek area to provide public benefits to the district and the City of Kyle as a whole.

A TIRZ sets aside a portion of the property tax increment resulting from development within a defined district to reinvest towards public benefits within the district. A TIRZ is not an additional tax. Its purpose is to ensure that public benefits that support the community are prioritized within new and redeveloping areas.
