Community Development Block Grant Program

The City of Kyle is identified as an Entitlement City by the U.S. Department of Housing and Urban Development, and consequently, receives funding annually through the Community Development Block Grant (CDBG) Program.  The amount of each CDBG entitlement is determined by statutory formula. Within the statutory constraints of each of the HUD programs, the City of Kyle is able to develop its own programs and funding priorities.

In application for funding through these programs, the City of Kyle is required to develop and submit to the U.S. Department of Housing and Urban Development, a Consolidated Plan which identifies the housing and non-housing funding priorities of the community and the specific activities to be carried out with CDBG funds. In developing the Consolidated Plan, the City is charged with the responsibility of consulting with local citizens, community service organizations, and others as applicable in assessing needs and determining the best use of program funds.

Proposed Consolidated Plan Public Comment Period #1

The City of Kyle has drafted a “Proposed” 5-Year Consolidated Plan as requirement of HUD CDBG Funding. The sections of the Proposed 5-Year Consolidated Plan are: Executive Summary, The Process (PR), Needs Assessment (NA), Market Analysis (MA), Strategic Plan (SP), and Annual Action Plan (AP). “The Plan” is being made available for public review and comment, on-line and in a hard copy, and in English and Spanish, for the 30-day period from APRIL 1, 2024 to APRIL 30, 2024. All comments received will be attached to all subsequent versions of the 5-Year Consolidated Plan.

Hard copies of the Proposed Consolidated Plan and public comment forms are available through the Planning Department at 100 W Center St. Digital versions of the Proposed Consolidated Plan and public comment forms are available in the documents section at the bottom of this page. PDF copies of the public comment form can be returned via email to CDBG@cityofkyle.com 

The City will also be hosting a Proposed 5-Year Consolidated Plan Workshop on Monday, April 22 from 6-8 p.m. at the City of Kyle Public Works Training Room, 520 E. Ranch Road 150, Kyle, TX 78640. For more information on the Workshop, Click Here

Community Needs Assessment Survey - CLOSED

The City of Kyle has been identified as a potential Entitlement Community for the Community Development Block Grant (CDBG) Program through the Department of Housing and Urban Development (HUD). As part of this process, the City will be preparing a 5-Year Consolidated Plan. Part of this plan includes community participation. This Community Needs Assessment Survey will be the first step in the process for community engagement. We invite you to participate in this survey and sign up to receive notifications for future surveys or participation events.  

The City hosted a Needs Assessment Community Workshop on October 26, 2023 from 6-7:30 p.m. at Kyle City Hall, 100 W Center, Kyle, TX 78640. 

The survey was available until October 12, 2023.
